Un mondo è finito. Era il mondo che conoscevamo, quello liberale e a guida occidentale che era emerso dal secondo dopoguerra e che sembrava aver trionfato alla fine della guerra fredda. Viviamo oggi un periodo di transizione verso un nuovo mondo, di cui però non riusciamo ancora a tracciare con chiarezza i contorni. Una fase di “lavori in corso” per la costruzione di un ordine internazionale ancora indefinito. Il Rapporto ISPI 2020 vuole decifrare questo mondo dei “lavori in corso” esplorandone tre dimensioni. Chi sono i grandi attori che lavorano alla costruzione del nuovo ordine internazionale? Quali sono gli ambiti in cui stanno lavorando, ovvero in cui competono o collaborano? In recent decades, militias and sub-national armed groups have played a decisive role in politics and security in the MENA region. Their prominence with local and outside actors in areas where state institutions have collapsed presents multiple policy challenges. Armed groups have access to substantial resources and in some cases enjoy considerable local legitimacy. That makes them formidable but also resilient forces. This is why their suppression - through coercive measures or marginalization - can bring more costs than benefits to already fragile state institutions and exhausted populations. This volume addresses the void in the current debate on subnational armed groups, focusing particularly on the multiple ongoing conflicts and turmoil in the MENA region. It places a particular emphasis on whether armed groups can be integrated into state-building initiatives and whether they can play a constructive role with other key actors. ISPI. In February 2018, anticipating the US withdrawal from the JCPOA, Iran's Supreme Leader Ayatollah Ali Khamenei declared a policy of "preferring East over West", thus paving the way for deeper cooperation with Asian powers such as China, Russia, and India. Differently from the “Look East” policy promoted during the presidency of Ahmadinejad (2005-2013), the current Iranian strategy is not only functional to escape the US-led isolation, but it rather seems devoted to the consolidation of a block of power which can commit to security and economic schemes in alternative to the Western-dominated ones. This ISPI report aims to answer few crucial questions: Which are the major initiatives promoted within Iran's “Look East 2.0” strategy? Today's European Union is in an identity crisis as it seems to be losing its points of reference. Political leadership can be a crucial ingredient for the development of sub-Saharan Africa. The region has been going through important transformations, with both political landscapes and economic trajectories becoming increasingly diverse. The changes underway include the role of leadership and its broader impact. This volume argues that, on the whole, African leaders and the way they reach power generally do contribute to shaping their countries' progresses and achievements. It also zooms in on some influential African leaders who recently emerged in key states across the continent, illustrating and explaining the individual paths that brought them to power while reflecting on the prospects for their governments' actions. Over the last eight years the Syrian conflict has developed into one of the worst humanitarian tragedies of modern times. More than half a million victims, 5 million refugees abroad and 6 million internally displaced: the figures only capture part of Syria's catastrophe. In addition, there is the less quantifiable damage to the country's social fabric.
